This model of Kling seems best suited for the task, however camera settings seem to be inconsistent producing varying effects from one gen to another, this one was done in conjunction with 'Arc' motion, however in other gens with same settings camera behaved differently

Here I've tried to emphasize the subject 'frozen' part otherwise the model tries to animate her and sometimes likes to freeze the environment, which is not how bullet time supposed to work. So this prompt variation addresses this best, but you can spot cat's anatomy issue as camera rotates around them.
